I have the honour to transmit for the informa-

tion of His Excellency the Officer Administering the Govern-

ment the enclosed copy of correspondence with the Hong-Kong

and Shanghai Bank on the subject of excess note issue.

It is impossible for Government to accept the

offer contained in the last sentence of the Chief Manager's

letter as section No.13 of Ordinance 5 of 1866 as amended by

Ordinance 21 of 1882 is peremptory.
